[CP] Declare signMavenJavaPublication dependency on copyPom

Cherry pick of #29296

Right now, generating an RC is failing because there is an implicit dependency here - https://github.com/apache/beam/actions/runs/6747166089/job/18342723439 (publish_java_artifacts failure). This should hopefully fix that
