Align this with the other Rails projects in GOV.UK
Keep this align with the Design System recommendations and GOV.UK in general.
We use the :before pseudo-element in quite a few components, which interferes with this component label. We now switch to use the :after pseudo-element and bump the z-index to make sure the label is visible when this feature is turned on.
