Bigquery destination: fix changelog and publish new version

What

• The latest change to BigQuery was not published for the denormalized version. A new version is published with this PR.
  • Destination BigQuery: Enabling Application Default Credentials #14784
• The changelog for BigQuery around version 1.1.12 and 1.1.13 was wrong. They are fixed in this PR.
  • Fix multiple log bindings #14801
