Issue 180: add vector upload

Add support to upload a vector layer via the endpoint /locations/{location}/mapsets/{mapset}/vector_layers/{vectorlayer} (#180).
The vector formats GPKG, GeoJSON and a zipped Shapefile is supported.

An example request is:
