The new submit page is intended to lead users through the submission process in a more procedural way; step 2 is date and time

Functional Requirements

• date and time frame description (submission page copy internationalization #738 )
• Encounter Date uses a date/time component
• Encounter Date is a required field and displays the asterisk (*)
• If a user tries to submit with an empty Encounter Date field, it throws the required field error
• Date and Time from EXIF populates with the date/time metadata extracted from the uploaded images (needs API from date/time from EXIF FE processing #799 )
• Selecting a Date and Time from EXIF populates the Encounter Date field with the selected information
• anchor and scroll still functional (submission page foundational structure #749 )
