[grid] Update Distributor to not retry session requests on unexpected driver errors

Fixes #9154

Motivation and Context

The Distributor would retry new session requests for driver-related errors. Ideally, instead of retrying the new session request, the Distributor should respond to the client with the error immediately. In order to do this, the new session creation at Node needed to bubble up the exception so the Distributor can act accordingly. The changes ensure the Distributor retries the request when necessary.
