[grid] Add log-level config option

Description

Add "log-level" config option that can be passed while running the server jar.

Motivation and Context

The default log level is INFO. If the server user wants to see logs at different level, then currently the only option is update the code. But since that might not be a feasible option for every user, a config flag that can be passed with the desired log-level is added. By default the log level defaults to INFO.
