This PR:

  • adds JWAFS_GFS_MANAGER and its scripts
  • add ecflow suite definition file
  • generates the ecflow suite to launch each task per forecast hour

This PR requires the jobs to work per forecast hour to be tested further. Work on that is ongoing by @YaliMao-NOAA
