Reintegrate the chain-index queries for querying txs by id and spent tx outputs from reference.
These were removed in a previous PR. However, a lot of downstream users were dependent on those. Thus, this PR reintegrates them, although it will probably make syncing slower. This is acceptable for the time being as we're working towards a configurable chain-index in the future.
