Both certs-ietf-hackathon.zip and artifact_certs_r4.zip contains the same artifacts updated to the latest ML-DSA composite draft. certs-ietf-hackathon.zip contains both der and pem format while artifact_certs_r4.zip only has der format in accordance to r4 spec.
