Reproducer for issue #24, see [cescoffier/quarkus-todo-app#24]

This repo is basically the same as https://github.com/cescoffier/quarkus-todo-app but with the following 3 files added/changed:

1. Dockerfile in repo-dir/quarkus-todo
2. docker-compose.yml in repo-dir/quarkus-todo
3. application.properties adapted to setup in docker-compose.yml

Environment:

• Maven home: C:\Program Files\Maven\apache-maven-3.6.3
• Java version: 11.0.8, vendor: Oracle Corporation, runtime: C:\Program Files\Java\jdk-11.0.8
• Default locale: de_DE, platform encoding: Cp1252
• OS name: "windows 10", version: "10.0", arch: "amd64", family: "windows"

Steps to reproduce the issue:

1. clone this repo
2. cd repo-dir/quarkus-todo
3. mvn clean
4. Launch docker
5. docker-compose up
