Rearranging files and directories

• Moved attribute_rule_* folders from root to attribute-rules parent folder
• Moving Attribute Assistant.md from root to attribute-rules/attribute_rules_calculation/arcgis-solution-industry-configurations/
• Rearranging the content of Industry folder to respective folders: attribute_rules_calculation, attribute_rules_constraint, and attribute_rules_validation within a subfolder called arcgis-solution-industry-configurations
• Moving dashboard_* folders from root to dashboard parent folder
• Moving constraint folder from root to any/constraint-expressions parent folder
• Moving all toolboxes and scripts to "helper-tools" folder
• Updating templates
• Replacing absolute links with relative links
• Adding several new README.md file
• Updating README.md at root to reflect all these changes

move the helper tools\dictionary renderer into the visualization folder
