If create_clone --ensemble is given a relative path in case the new cases created are nested instead of all being created at the same level.

Merge branch 'singhbalwinder/machines/add-batch-queues-compy' (PR #3291)

Makes short queue on Compy the default for small jobs

Short queue is now default with a nodemax count of 40. Jobs over 40
nodes will go to slurm queue. This is done so that most tests can run
in the short queue.

* origin/singhbalwinder/machines/add-batch-queues-compy:
  Add strict to compy debug queue
  Modified walltimemax for both queues
  Makes short queue on Compy the default for small jobs
