since 1.15.0 the CLI log output was reduced.
this caused to suppress inform about skipped validation processes.

Suppressing this information is fine, until validation is explicitly requested.

feature request:
only if cli switch --validate is present and validation was skipped:
show a warning (instead of an info)

Escalate various log messages (#1138)

If result validation was explicitly requested but skipped, then show a warning
fixes #1137

some log messages were raised to be warnings, in case they lead to an error.

some wordings were changed
