[python] Create AMICI wheels for Ubuntu, MacOS, Windows #423

  • Ubuntu (Note that pypi currently does not support linux wheels)
  • MacOS
  • Windows

Ideally with enabled HDF5 support

Closing. On second thought, this doesn't really make too much sense, we will anyways require all header files, libraries, compiler, ... for compiling any models. Guessing that precompiled AMICI libs will rather cause more issues later on...
