Update and deduplicate Infrastructure pages

There are currently two infrastructure pages: TTS Infrastructure and 18F Infrastructure.

This is confusing, and both pages are more or less outdated. These should probably be combined into 1 page and updated.

@its-a-lisa Since Aidan is out, I'm asking you. What do you think about re-scoping this to the original request of de-duping the TTS Infra and 18F infra pages, then open separate issues for any follow-up work?

I'm more in favor with rewording this current issue; I would rather keep this one with the links/references to the other related issues. We've recently added an acceptance criteria to our (new) grooming process and this issue is on our board. This is currently a part of the TTS Documentation Epic, which is one of our top priorities and this is in the middle of the pack -- so I would estimate that this issue should get resolved by 1/20 -- that seem alright?

@adborden FYSA how I found the document so quickly was that I remember that our team had consolidated the Infrastructure pages; so tagging you here in case some of the other related information is relevant as well
