Create egress-proxy for the analytics.usa.gov project

Creates a forward proxy server using the Caddy library. Configuration for the server allows connections to *.amazonaws.com and *.googleapis.com only. This controls the analytics.usa.gov application's public egress, limiting it to only addresses which are needed for the application's operation
