The goal of this feature is to improve the existing in-app rating prompt within the Jetpack app. Here's how the new experience should work:

Prompt users with the question, "Do you like using the Jetpack App?" to gauge their satisfaction.
Direct users who respond positively to the App Store to rate the app.
Offer users who respond negatively a feedback form, allowing us to capture constructive criticism and insights to improve the user experience.
