Add tests to our empty packages

Here's a list of ~660 "empty packages" in Wolfi. Every one of these, when installed, themselves only install an spdx.json file -- and nothing else. Many of these are "virtual" packages, and we should additionally check that their dependencies were installed correctly, too.

However, a bunch of these look fairly suspicious... Like, they're empty packages, but probably not expected, or supposed to be. There's ~30 or so -doc or -docs packages here, and another ~20 or so -dev packages. Unless these are virtual packages (depending on other documentation or development packages), then these could have been created erroneously.
