I observed multiple times that a player that has already been eliminated is chosen to start the round. When that happens, the activity "Place armies" no longer happens (thus no exchanging of cards), "Attack", "Regrouping armies", and getting a card (as long as your deck is not full yet) still happen. With any armies still on the board, the remaining players can keep looping through.
The situation is hard to reproduce, I have not pinpointed exactly how it happens...

It seems to happen when a player whose predecessor is already eliminated gets eliminated before he is up to start.
Take red-black-yellow-pink-green-blue
red-black-yellow-pink-green-blue. Black has started the round, yellow and green are eliminated. Pink gets killed in this round (in the case I observed it got eliminated with the last move of the round).
red-black-yellow-pink-green-blue. Now pink has officially started the round but is not in the game anymore...
