My tool bars have disappeared.

• I have confirmed that this issue does not happen when ExplorerPatcher is not installed
• I do not have "register as shell extension" enabled
• I have tried my best to check existing issues

Describe the bug

When I rebooted this morning, for some reason all my app toolbars disappeared and when I right click to add a new new toolbar, that option no longer exists. When I say toolbar, I mean the functionality that allows you to put short cuts and files into a folder and then display them in the windows toolbar. I tried rebooting to but no affect

Expected outcome

I would like my toolbars to return
