All keyboard shortcuts for shortcut files seems to be broken with W10 EP taskbar

Describe the bug

All keyboard shortcuts for shortcut files seems to be broken win W10 EP taskbar (tried some of them, Ctrl+F12 for example). No problems with W11 taskbar selected.

#3777 is similar but in my case no shortcuts seem to work regardless of folder.

Expected outcome

All keyboard shortcuts should trigger shortcut files regardless of taskbar implementation.

Actual outcome

No shortcuts seem to be working when W10 EP taskbar is selected.
