execution-specs doesn't add transaction value (T_v) to up-front cost

The up-front cost $v_0$ is calculated as: $v_0 \equiv T_{\mathrm{g}} T_{\mathrm{p}} + T_{\mathrm{v}}$

so is the following a mistake?

appears to be the equivalent of $v_0 \equiv T_{\mathrm{g}} T_{\mathrm{p}}$

A check is done later on which results in a InsufficientFunds EVM error (ExceptionalHalt).

This is not the same as "InvalidBlock" though and results in a reverted rather than invalid transaction.
