Fix: rustc does not infer llvm-bitcode-linker uses llbc linker flavor if targeting nvptx64-nvidia-cuda.

What is the motivation behind all the other changes besides adding a line for "llvm-bitcode-linker"?

This was done incidentally. Do I need to revert these changes?
