Parse target triples instead of using a pre-generated list. Allows target triples like those used by certain Linux distributions, even when compiling outside
build.rs.Fixes #1297.

Still WIP, this is as far as I got today. The target parsing is complete, feel free to review that, but the LLVM triple construction isn't yet (I need to figure out which parts should be fixed in
rustc, and which partscc-rsneeds to handle specially).
