Check that theme_options exists before using it

In #1199 we added the use of theme_options for changing theme variables. However it turns out that sometimes the html builder can be active without theme_options existing. Most notably in the linkchecker builder. So we just need to add a conditional check for theme_options existing to avoid getting an error there.
