[OJS] Section policies are shown for inactive sections on Submissions page (3.3)

Describe the bug
In OJS 3.3, the section policies are show on the submissions page, but policies for inactive sections are also shown.

To Reproduce
Steps to reproduce the behavior:

1. Login as an admin/JM
2. In Settings > Journal > Sections, set a section as inactive and edit the section to have a section policy
3. Visit the "Submission" page in the front-end (/about/submissions)
4. See section policy appearing for the inactive section

What application are you using?
OJS 3.3 (not in 3.4/main)
