I wanted to run blast2go in my local instance, but I'm not able to find the blast2go.loc.sample file.

Hmm, the file is here https://github.com/peterjc/galaxy_blast/blob/master/tool-data/blast2go.loc.sample and is listed in the manifest https://github.com/peterjc/galaxy_blast/blob/master/tools/blast2go/.shed.yml so ought to be in the Tool Shed bundle.
Looking at the current release at https://toolshed.g2.bx.psu.edu/view/peterjc/blast2go/8664c4c94764 I do see the file, tool-data/blast2go.loc.sample, so this could be a Galaxy bug.

Note however, I consider this wrapper to be obsolete since Blast2Go for pipelines was superseded by Blast2GO Command Line (CLI).
