Add the ability to limit the use of certain faqs based on permissions.

You mean, a permission to use the !faq command ?

no. Permissions to use certain faqs. Some of the faqs might be able to be used by everyone but another might only be able to be used by moderators.

A permission to read in the local faq for example ?

Someone might be able to use factoid A but not factoid B.

A permission PER factoid ? Why ?

You would not have to have permissions by default but if you specify in the creation of that faq that there is a required permission to use it, then only people with that permission can use it.
