Naming convention for core repositories

Now that we are close to bringing a new core into the harp-tech organization, we should consider a naming convention for core repositories.

Following the existing convention for devices (device.name) and peripherals (peripheral.name), I propose we could simply adopt the convention core.name. This would imply the following names for the two core repositories:

• core.atxmega
• core.pico

Renaming the existing repositories should not be a problem as GitHub keeps backlink redirects functional as long as we don't reuse the existing name.
