Remove forum, add omp query support, lower scrape interval, better server list (#768)

* remove forum code

* migration changes

* fix migrations

* use new prisma client to add cockroachdb support

* disable cache middleware for "/servers" endpoint

* make server data scraper each 15 minutes

* don't ignore srv as inactive, check date instead

* upgrade go-samp-query

* add omp field to server table, use query to fill it

* increase server data scraping interval

* add default value to omp field in servers table

* fix schema data types to comply with cockroachdb

* fix go side of db code to comply with new types

* proper migrations for omp field in servers table

* redo migrations, add omp column again with default value

* use older typescript because we are on chakra 1.x

* separate ServerRow comp and create its own file

* add partner field to db, use it in go code

* generate TS types from go types

* add new filters to server list search

omp filter, isempty filter, partner filter

* add omp and partners icon to server row on condition

* dynamic partners page, use real data instead of static

* remove custom ci trigger, make it only master again
