Improve loading time of menu 'Aggiungi mappe base' #27

Since it takes a while loading the underlying .qlr files to fill the menus with the corresponding layer names, we could gain time by:

Parsing the .qrl files as plain XML to get the layer names, and
Loading the corresponding .qrl to QGIS only after the user selects a layer or a group of layers from the menu.
