[chore] Update mdatagen to latest commit in core #38226

Description

Pull in changes from open-telemetry/opentelemetry-collector#12467. This will allow us to use mdatagen for the contrib providers.

I was hoping to circumvent running update-otel, but it looks like we have checks in place to ensure core is upgraded all at once; closing this.

#### Description

Officially promotes the s3 provider to alpha and records this with
mdatagen.

Requires
#38226.

Unblocks
open-telemetry/opentelemetry-collector-releases#546.
