Include noir-profiler, noir-inspector, etc. into release artifacts

We currently only publish artifacts for nargo. If we're wanting to make the noir profiler a more public facing tool then we need to ensure that it will be installed by noirup.

While noirup can build the profiler when building from source, we need to publish artifacts for when noirup is downloading a published release.

The same goes for any other binaries we're looking to publish
