ENH: add STC partial volume correction to PETPVC interface

Summary

Partial Volume Correction using Single-target correction (STC) has been added to PETPVC since the Nipype PETPVC interface was created, and it would therefore be ideal if this could be added to the interface as well.

Actual behavior

The interface should include the 'STC' option for the 'pvc' flag.
