Fails to disable or delete users

[vasyugan]

Here are the settings of the app:

I've got about 100 users who either never logged in or last logged more than two years ago.

Yet the app doesn't disable or delete their accounts.

Steps to reproduce

1. Install the app
2. Set the duration after which an account is to be disabled or deleted to a number shorter than when many of the users last logged on
3. Wait what happens

Expected behaviour

Should either disable or delete the accounts as configured

Actual behaviour

Does nothing.

Note, the 93 disabled accounts have been disabled by me manually.

Here you see an example of a user who last logged in 3 years ago, yet their account gets neither disabled nor deleted.

It's a bit unclear at the moment, but don't know how to do it in a good way otherwise.
Basically by selecting "365 days" the app will not disable/delete users for the first 365 days. It stores a "discovery" date when looping over users on the first cron execution and takes that as "minimum age".
