Enter and Shift+Enter for the send key in Chat function. #3268

In a multilingual OS (e.g., Japanese), use the Space key to convert the input character, and then press the Enter key to confirm the character.
In the chat function, pressing the Enter key will send the input character. This may cause the sent character to become a clause by clause character.
Wouldn't it be possible to select either Enter or Shift+Enter for the send key?

In Talk9 we have a settings section in the bottom left, maybe we can add a simple checkbox there.

PR here for adding a setting to switch to "shift-enter" for sending: #4259

After switching to NcRichContenteditable, Microsoft IME works fine now with enter.

Hmm is that chrome? Because other people still report issues:
#9145
But maybe just Windows works, but not Mac (assuming because it mentions Safari as browser)

Also works for me on Ubuntu for both Chrome and Firefox. Looking on dropdown appearance, it's defined on OS level and should be independent from Talk version or its components
