I assume you actually changed the file, right? How did you edit it? Via the web interface or through a client? |
I tried both, same behavior on the web interface and the win 10 client.

I would also suggest to update to the latest patch version of 13: https://github.com/nextcloud/server/wiki/Maintenance-and-Release-Schedule |
Yes, the versions app is enabled, v1.6.0. |
Upgrade to 14.0.4 seems to have solved the problem. |

File changes should create versions of the files
Actual behaviour
Picking a file, viewing details -> Versions, nothing shows up
Server configuration
no changes in the configuration
Operating system:
Ubuntu 16.04
Web server:
nginx/1.10.3 (Ubuntu)
Database:
mysql Ver 15.1 Distrib 10.1.29-MariaDB
PHP version:
PHP 7.1.23-3+ubuntu16.04.1+deb.sury.org+1
Nextcloud version:
13.0.6
Updated from an older Nextcloud/ownCloud or fresh install:
