Proposed change

MQTT was developer in the early days of JetStream, if we started fresh today we would do it much better and with a more efficient outcome.

We especially should aim to be able to offer MQTT at scale as a cloud service.

We should evaluate if it is possible to support MQTT 5 and MQTT5-SN

Use case

Be able to deliver MQTT at cloud scale.
