Proposed change

We need to revisit the behaviour of the server LDM mode to ensure its still suitable for current feature set and deployment patterns.

We should also consider a network API that can initiate an LDM mode to improve tooling

@wallyqs has a few ideas here and information on what kind of features he would like to prepare a server for maintenance would be welcome
