Timeout not working if provided with the Action

Current Behaviour:
When Timeout is provided with the Action handler then it simply ignores the Timeout and waits for the Action.

Expected Behaviour:
According to Google Material Design Specs if Timeout is not provided then it will automatically hide it self after default Timeout or do whatever is defined in the Action handler, whichever is first.
