In Everett (town id 93) and Stoneham (town id 284), it appears that owners of properties are only very irregularly disclosed to the state. (This is potentially true in other places, but those are the ones that an initial spot-check revealed)

Could address this by matching to deduplicated owners on cleaned address and town... this is a decidedly different and less robust process, though, and we would want to note that.

Current status: Stoneham is now providing owner names, Everett is still not.
