Spike "Subdomain" Feature to the "Domain" Section in the Data Catalogue #1337

As a PM, I want to categorise datasets under "subdomains" within the broader domain/subject, so that I can better organise and find datasets related to specific areas within a subject/domain

Acceptance Criteria
Datasets can be assigned to both a domain and a subdomain.
Subdomains are displayed under their parent domain in the UI.
Multiple subdomains under a single domain is supported.
