Environment Details:
Application Name: Visual Studio Code
Application Version: 1.38.1 (user setup)
Commit: b37e54
Electron: 4.2.10
Node.js: 10.11.0
OS: Windows_NT x64 10.0.18362

Steps to Reproduce:

  1. Open VSCode
  2. Tab to left nav buttons or toast notification buttons
  3. when tabbed through keyboard the tooltips don't show but when we reach these with mouse they show tooltip.

This affects the pattern that anything accessible by mouse should be accessible by keyboard as told by accessibility team. I do see some issues around this already around this but they are closed with dup and no activities- couldn't find the right one to use hence opening new. Please feel free to close if there is already one tracking this, apologies for the noise.
