Current Behavior

When a popover is opened, hovering again its trigger will also open a tooltip

When a popover is opened, hovering again its trigger will not open any tooltips

1. go to https://stackblitz.com/edit/4fc6eggd?file=src%2Fexample.tsx
2. click on button to open popover
3. hover over button while popver is open
4. notice the tooltip appears over the popover

While it is possible to control both popover and tooltip state to manage achieve this, it is not a scalable solution for large codebases, we should be consistent with the behaviour for menu triggers since many partners actually render MenuList components inside of Popovers
