The library headers should be split, to allow the codecs to be used without having to have httpd dev libraries.
Also, avoid GDAL prefix, for gdal applications. It's a different namespace, but might still create problems.

That doesn't quite work. libahtse should be split into two libraries, one for raster codecs and functions that don't depend on apr and httpd and one library that can only be used from httpd modules.

libicd was split off, libahtse should use it.
