Why does it wait 10 seconds before emitting the bootstrap peers?

Why does it emit the bootstrap peers every 10 seconds? Should setTimeout be used instead of setInterval?

It is helpful to keep rediscovering your bootstrap peers. It is a "reset" to that original starting point.
