Observed behavior

Observed while testing #13167: The "Save & finish" button is active while there's nothing to be saved at the first page, and afterwards when there's nothing selected:

Expected behavior

The expected behavior should be further discussed.

Steps to reproduce the issue

1. Install the build from Swap /lessonstemp to /lessons and remove old Lesson resource selection components #13167
2. Navigate to Class > Lessons > Lesson and click "Manage resources"
