Ensure CURL is in PATH of Appveyor #65

In an upgrade process Appveyor broke curl support, see https://appveyor.tenderapp.com/discussions/problems/6312-curl-command-not-found . This fixes that by putting the new location into PATH.

And yes, it must be ming64 for both for some reason.

Oh, didn't notice this PR. Opened #66 about this. Checkout my fix for cobalt: cobalt-org/cobalt.rs#205

Thank you for the PR @gnunicorn. It doesn't seem to be working though:

'curl' is not recognized as an internal or external command,
operable program or batch file.
Command exited with code 1
