Custom Ballistic Mask should grant +2 Social limit

What steps will reproduce the problem?
1. Spend 300 nuyen on a custom ballistic mask
2. Check limits
3. Mask only add +1 social limit

What is the expected output? What do you see instead?
The 300 nuyen version of the ballistic mask should grant +2 social limit when 
using intimidation.  It only adds +1.

What version of the product are you using? On what operating system?
0.0.5.139 via Wine on Linux
